1. the specific steps or actions you took that caused you to encounter the problem,

There is actually enough information in this bug report to determine what the problem is. The report is using Ubuntu installed in Windows (you can determine this by looking at ProcCmdLine and the loop option) and has tried to upgrade their kernel. Unfortunately, this fails due to bug 252900. Subsequently, I am marking this a duplicate of that bug.
