Code review commands are not interpreted when creating a merge proposal via email

Bug Description
When mailing <email address hidden> to create a merge proposal, I'd like to request reviewers from the email.
I used the command I would use from a normal email review:
reviewer mwhudson
reviewer launchpad-reviewers
No reviewers were assigned to the merge proposal. I would have expected a review request to both the launchpad-reviewers team and mwhudson be created.
