"wajig toupgrade" and "wajig new" are not working

Bug Description

Binary package hint: wajig

In Intrepid issuing the commands "wajig toupgrade" will not show the upgrades to install when there are new upgrades to install. The same with "wajig new", if there are new packages "wajig new" will not display them.
