Bug Description
I just sent a vote email to a code review, and the code handler oopsed. The oops is at:
https:/
If subject really is required (and I don't think it should be), then we need to send back a friendly email that states that the email requires a subject.

I think it should be. We send out messages with subjects, so if you
just reply, they will have one.
Subjects make email navigation possible. It's rude to make people open
your message just so they know what it's about.
