Put the "Tags:" on the same line w/ bg color

In KARL2, the list of tags is prefixed with a "Tags:" box on the same line, with a background color. Let's make it look exactly the same.

I'm going to give this back to Balazs, as it appears the "caplets" (bubbles) are being done with relative positioning. Thus, if I make the <ul> into display:inline the bubbles appear outside of the <ul> "box".

The backgroun color for the "Tags:" should be #F0F2F4

I only made the Tags: label appear this way in the places where we have it on top of the page. I did not apply the same styling on the Add Blog Entry page when the tagbox appears as a form field. (This can be changed if needed.)
