Bug Description
Based on question: Should a question with no tags be added to General Knowledge? Currently such questions are not.
Note: This has not been checked recently. This needs to be done to determine whether the behavior is or is not currently as it should be.

Fixed General Knowledge set from selecting *all tags* to selecting *all questions*.
