Some distribution Translations pages lack tabs and call themselves "unavailable"

Bug Description

For anyone without permissions to change a distribution's translation details, the main Translations page for a distribution that has at least one series is a bit broken: it has no application tabs, it says "Translation page is not available", and says "Translations for this release series are not available yet" when it's not a series. Examples:
https://translations.launchpad.net/debian
https://translations.launchpad.net/pld-linux

Distributions that don't have any series, however, correctly show a page with application tabs that says "This distribution does not have any series to be translated." Examples:
https://translations.launchpad.net/fedora
https://translations.launchpad.net/fluxbuntu

No, that's not normal. All the tabs should still be there.

Also, the page should not use the phrase "this page" (that's navel-gazing), and it should not refer to Debian as a "series".

Could this have happened during one of our updates? I can browse to the given URL and it shows the page correctly with all the tabs. I've also looked at https://translations.launchpad.net/fedora which doesn't have any series attached either, and I don't see problems there at all.

Matthew, where do you see the text "this page" on that page?

Данило, I still see the problem Lukáš reported on <https://translations.edge.launchpad.net/debian>: the page title and main heading are "Translation page is not available", and the text is "Translations for this release series are not available yet". But like you, on <https://translations.launchpad.net/fedora> I see the expected "This distribution does not have any series to be translated" page instead.

Ah, I see it: the problems happen when visitor is an unprivileged user (not allowed to do anything regarding the translations set-up for the distribution).

It now says 'Launchpad does not know where Debian translates its messages. ', so I think it may be fixed.
