No, he's not. I've uploaded the German translations back up. They may not arrive immediately (LP can be slow).

It looks like as a result of this, I put all German strings into 'review' status and may have lost some new stuff you did. Sorry. :-/ Thanks for your translation efforts, despite all this!

I will update the remaining German translations. But how can the status 'review' be removed?

I'm not sure. I just see on https://translations.edge.launchpad.net/deja-dup/trunk/+pots/deja-dup that 124 German strings are marked as 'Needs review' (but only 4 strings are untranslated! woo!). I don't really know what that means in terms of the interface.
