start jockey at session start if hardware changed

Bug Description

With the recent upstream commit, jockey -c does not run any more at each session start, just if it has never run before (i. e. /var/cache/jockey/check doesn't exist).

This should be replaced with something more dynamic which reacts to hardware changes, lspci checksums, hotplug events, etc., and not tied to autostart desktop files at all.

If we use the checksum, it should include the kernel version as well.
