Select-all has no effect when focus on toolbar

Bug Description
When the app is launched with demo data, the focus widget is the toolbar. This highlights a problem which is that when CTRL+A is pressed in this situation, the treeview does not Select-All. However, the treeview seems to respond to other events such as Delete key or Enter key. So this seems like a problem with Select-All rather than something else.
