It's not a bug, it's a feature! This ticket should be converted into a question, but it cannot be done because deluge does not use Launchpad for tracking bugs.
"OK, but what shall I do now?" you may ask. Launchpad has recently added secure keys for all PPAs. The following URLs provide more info on what this means and how to add the key to those you trust (which will make the error message go away, but which you should consider very carefully)
