Two different "updates available" icons are confusing

Bug Description

The update-notifier icon, which appears when there are updates to download, seems to have two different icons that it displays when there are updates available; one is a "star" with an exclamation mark and the other is a downward-pointing arrow with an exclamation mark. I don't understand what the difference between these is, and there appears to be no help available to explain this, either from the update-notifier icon itself or from its Preferences window.

I have guessed that the "star" icon is for more important updates, but that's a guess and I don't know how to verify it.

This bug is present in intrepid but I've felt the confusion in previous releases too.
