Bug Description
I had to reimport a pgp key recently and found the instructions to be very poor, save for the

Ensure the key has been uploaded to a keyserver. To do this:
gpg --send-key key-id
However the problem with that is that you don't know where to get the key id from, nor does it specify what server to upload to.
After you try to submit your fingerprint without uploading, the error message gives a different set of instructions, where it tells you to do "gpg --keyserver keyserver.
