taskbar tab pulses unnecessarily

Bug Description

Binary package hint: update-manager

While Update Manager is installing components (after having finished downloading them), its tab in the taskbar will turn orange, as if to indicate that it requires attention. However, it does not and is simply installing stuff.

Preferred behavior would for it to only highlight itself when it actually needs user input.

Hello Bryce!

I've tried to reproduce your issue using Ubuntu 8.10 but update-manager worked as expected! I clicked the orange icon of update-manager and let it download and install some updates. While it was downloading and installing the new packages, the icon stayed grey.

Does anybody else can confirm this issue?

In the meantime I'm going to mark this report as incomplete!
