Bug Description
The style definitions (filters and opacity) of the layer are retained when you copy an element and paste it on other layer.
Since those definitions belong to the layer, should be discarded when an element is moved to another layer.
Steps to reproduce:
1) create a new layer, create a rectangle, set the layer to multiply and give it 50% opacity.
2) cut the rectangle.
3) create a new layer and paste the rectangle
The blend filter and the opacity are copied in the just pasted rectangle.
Confirmed. This is not an expected (or correct) behavior, and is definitely a bug.
