Need to be able to run "make test" with the --big option

Bug Description

Currently there is no way to run our unit tests that require the --big option from make. Need a way to say something like "make -TESTFLAGS=big test "

The solution should be generic so we can run with any type of options necessary to enable tests

There is now a make target "test-big" which will run the tests in the big suite.
