dmraid init script in initramfs not executable

Bug Description

/usr/share/initramfs-tools/scripts/local-top/dmraid is not executable therefore dmraid raids can not be mounted in the initramfs. This was noted in new installs of Ubuntu 8.10 server amd64.

Also of note is a race condition that may exist where the raid devices are not finished loading before this script is run resulting in the devices not being found and the raid not being started. Adding a sleep before the dmraid execution in this script solves that issue.
