Ability to mark nicknames as belonging to a bot

Bug Description

One should be able to indicate to NickServ that a particular registered nickname of theirs belongs to a bot. Apart from just being useful information, NickServ could also set the +B mode automatically on the user of that nickname when they identify.

What is this useful for, besides not having to configure your bot to set +B? (That's a question, not a dismissal.)

It's just generally useful to know which nicknames belong to bots. You could use that information for something specific like disabling MemoServ for nicknames that belong to bots; perhaps performing ChanServ things (or not performing certain things) when the user in question is a bot.

The way I see it: automatic is better than manual.
