[wishlist] change user settings directory

Bug Description

it would be nice if someday in future distribution all packages will be so configured, that they keep their user settings not in the user home directory but for example in ~/.settings.
there are enough advanced users that want to see all .directories and .files but if you have about a 100 of these, everything is going to look very unclear and finding own files in this mess is a real challenge.

What you are suggesting is an extreme change to the structure of the linux filesystem in Ubuntu, along with the actual packages themselves. I don't think this is a valid Wishlist item, but I do invite you to make your suggest on Ubuntu Brainstorm at https://brainstorm.ubuntu.com/ where it can be discussed, voted by the community and reviewed by developers.
