[needs-packaging] jbig2dec library not available in apt

Bug Description

in order to configure and compile the libgnupdf (that is currently under development) I need the jbig2dec library.
jbig2dec library is provided/used by the ghostscript team. They only provide .tar.gz and tar.bz2 packages. So .deb packages for apt based systems are required.
You can find the sources here: http://jbig2dec.sourceforge.net/ . The library is published under GPL license.

Hi Adib,

I configured an Ubuntu repo for jbig2dec in my PPA:
https://launchpad.net/~aleksander-m/+archive/jbig2dec

You just need to:
$> sudo apt-get install libjbig2dec-dev

And you will get JBIG2 enabled when compiling GNU PDF.

Looking at the publishing history [1], it looks like https://launchpad.net/ubuntu/+source/jbig2dec has been available in Ubuntu since 10.10. :)
