Hotkeys for volume contron (fn+56/F6) does not work properly

Bug Description

After upgrade from 8.04 to 8.10, When I try Increase or decrease volume using laptop(Fujitsu Simens Amilo) function keys (fn+F5/F6) it goes from complete mute to full volume by one press (on OSD it looks like I never released the keys). It appears in GNOME as long as KDE. The volume control works fine, if I change keys to other combination (ex. ctrl+t/y)

I'm experiencing the same problem as the OP:
