I was upgrading from 8.04 to 8.10. I know nothing about why this would happen.

This was fixed in jaunty and karmic

Setting up ca-certificates-java (20080712ubuntu3) ...
creating /etc/ssl/certs/java/cacerts...
keytool错误: java.lang.Exception: 认证未输入,别名 <brasil_gov_br> 已经存在
  error adding brasil.gov.br/brasil.gov.br.crt
keytool错误: java.lang.Exception: 认证未输入,别名 <class3> 已经存在
  error adding cacert.org/class3.crt
