url time out on sending bug reports

Bug Description

I am unable to send any bug reportsEverything gathers ok, but when I try to send report I get the folowing message from attachment. I have several problems to report with jaunty and having trouble doing so.

Thank you for taking the time to report this bug and helping to make Ubuntu better. You didn't include the version of Ubuntu that you are running which would be quite helpful in resolving this issue. However, I'm guessing that you are running the development release, 9.04. If that is the case please update your system and try reporting a problem again via 'ubuntu-bug python-launchpad-bugs' (in a terminal) and see if the problem report gets uploaded okay and a new browser tab opened. Please don't submit the bug though! Thanks in advance.

This is most likely a duplicate of bug 314212 and should be fixed on an up-to-date system.
