After a fresh install in Danish, there is the helpful notice explaining that not all translated strings are included on the cd and they will need to be downloaded. This is not very useful because the message itself is not translated, which sort of makes it useless.

To see this message requires a fresh install of Ubuntu in Danish. The message is only shown at the first login as far as I remember. I'm not able to recreate this just now.

This bug is most likely affiliated with language-selector, at least for Jaunty and Karmic. (Please review the attachment - po file excerpt).

Language-selector is currently fully translated. This bug should stay open until it has been confirmed that the problem is resolved in a late Karmic beta release.

Just a small detail. For bugs that are only translation bug they should never be associated with the packages the translation belong to. The bug is in the localization not in the software, so to speak ;)

Yeah, there's a lot to keep track of. I've marked the bug as invalid as it pertains to language-selector.

This string is part of language selector and it is translatable in language selector (https://translations.launchpad.net/ubuntu/lucid/+source/language-selector).

As part of the fix for bug 527623, the notification is shown again, thus marking this as Released.
