update-manager brings itself to front

Bug Description

Binary package hint: update-manager

When update-manager is running, it cannot be put below other windows, it brings itself to the front again.
It also de-iconifies itself. Therefore it is very difficult to use other programs running in parallel.

I use the compiz window manager and 'gnome-ubuntu'.

$ lsb_release -rd
Description: Ubuntu 8.10
Release: 8.10

$ apt-cache policy update-manager
update-manager:
  Installed: 1:0.93.34
  Candidate: 1:0.93.34
  Version table:
 *** 1:0.93.34 0
        500 ... intrepid-updates/main Packages
