Transport Stream file isn't seekable in Totem (gstreamer)

The file
http://dirac.kw.bbc.co.uk/download/video/maybefinal/bbb-tr1000.ts

is stored on local HDD (~/home/.../Desktop) .
I've tried with mplayer, too.
Result: Seekable, but no video-output.

I've tested with Ubuntu 9.10 again (https://bugs.launchpad.net/bugs/428287)

Thank you for your bug report. The issue is an upstream one and it would be nice if somebody having it could send the bug the to the people writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME

A new version of GStreamer is available in both Lucid and Maverick and we are wondering if this is still reproducible in any of those versions, May you please test and give us of feedback about it? I've tested today with Live-CD of Ubuntu 10.4 LTS. I've installed the required package via totem plugin search.
The video hangs on some steps again.
