Bug Description
Binary package hint: update-manager
When a release is end-of-live it moves to old-releases.
Update-manager should be able to gracefully handle this. Here is what is required:
1. when the sources.list points to old-releases.
2. if the user is running a EOL release and has not swtiched the sources.list to old-releases.u.c detect that
3. if the user is using a mirror that has dropped a older release but archive.u.c still has it, switch to archive.u.c

Is there a work around for this bug for a 7.10 to 8.04 upgrade?
