bzr vis connects to server unnecessarily in a heavyweight checkout

Bug Description
With a heavyweight checkout, running bzr vis connects to the server and prompts for my password (I'm using bzr+ssh). This is totally unnecessary, because everything bzr vis needs is local. To illustrate, doing bzr unbind then running bzr vis works perfectly.

bzr viz doesn't by itself talk to the master branch, so this is most
likely some call in the bzr API that causes talk to the master branch.
