Windows flicker when trying to mouseover minimize, maximize, and close buttons.

Bug Description

When programs are not in full screen mode, the window flickers when I mouse-over the minimize, maximize, and close buttons. Also flickers when I click the desktop on an unmaximized window.

Also does this in full screen mode as well at random. I've attached a copy of my specs down below.

Which version of Ubuntu are you running? which video card and driver do you have? is this reproducible with another new user created on your system? thanks you.
