Soyuz needs a way of verifying uploaded translations files before the package is accepted

When Soyuz accepts uploads with translation files, it would be beneficial to be able to hand the files to Rosetta to find out if they are valid, before accepting the whole upload as valid. Otherwise, all Soyuz can do is check that the tar.gz expands correctly and potentially allow a package to be uploaded with broken translations files.

Best we can do is check if there's a valid template. It's not uncommon for a package to have broken one or two files, and we should accept everything else. For failures, packagers are going to get notifications since 2.2.2.
