Bug Description

Chanserv needs to provide an elegant way to link channels. Many people abuse +l with the spillover modes. There should be a more elegant way to move users to a different channel on joining an "old" channel, ie to sapart them instantly and sajoin them to the new location.

Chanserv should implement some transfer mechanisim to avoid re-registration of the new channel.

There should be a limit to the number of channel hops (to avoid people making countless honey-pots), ie a channel may be "renamed" a maximum of 2 times. The final channel should not be transferable and any channel drop should drop all links.

There should be a minimum age for each link or channel for a rename to be possible and there should be a maximum TTL for each link.

ie. Harry registers #hairy.
After 1 week, Harry is permitted to rename #hairy to #smelly with #hairy as an alias that rejoins users to #smelly
After 2 weeks #hairy is removed and allowed to be reregistered

Links should also be removable by operators.
