In the 'new spec' page, the rules for 'name' do not mention that capital letters are not permitted.

As I said in bug 3358, I think the best approach here (unlike in other places where we ask for a name) is to allow capital letters. That way if specs are on an InterCaps-using wiki (as they often will be), the same name can be used on Launchpad as on the wiki.
