In the 'new spec' page, the rules for 'name' do not mention that capital letters are not permitted.

As I said in bug 3358, I think the best approach here (unlike in other places where we ask for a name) is to allow capital letters. That way if specs are on an InterCaps-using wiki (as they often will be), the same name can be used on Launchpad as on the wiki.

Would we allow capital letters in URLs only here, and nowhere else?

Or would we allows URLs to be entered in mixed-case, save it as mixed-case, but allow traversing on any case? If so, we'd need special validation code to ensure uniqueness.

I think this latter solution is better, so if you agree I'll sic the ninja on it.

I'd rather keep the "name" rules consistent everywhere. so that would suggest that they be stored lowercase, and down-shifted always internally.

That would be fine by me. The main reason I filed the bug was the
confusion that arose due to the lack of description of the rules for the
form.

So after asking Kiko it seems that the best way currently to fix this is:
