New user account creation text need not talk about root

Bug Description

In the D-I mode of Dapper installation, the user creation screen
contains text that attempts to solve the "where is my root password"
problem. But most new users at this point don't know about "root", and
we have made a good effort to eliminate this problem when people would
run into it, which is at the console prompt. So I would prefer to remove
this text during the install.

Here is suggested text for this screen:

"Please enter your full name. We will create an account for you, and it
will be the default administrative account for this system. You can
create additional accounts on this machine for family and friends after
the installation is complete."
