OOPS, assert not url.endswith('/'), fixed by changing public_branch

I was having issues with `bzr send`, and the most recent failure I had
was interesting:

  OOPS-1112CEMAIL6
  assert not url.endswith('/')

I managed to get around this by removing the trailing slash from my
public_branch setting.

I originally copied my public_branch url from the parent branch value
shown when running `bzr info` in my local copy of trunk, which I had
obtained by `bzr branch lp:lazr.delegates` a few hours before. The
parent branch value had (and has) a trailing slash.
