Power manager doesn't consistently startup after an S3

Bug Description

Build Version/Date:2008-10-14
Environment used for testing:
BIOS 2008.1209.2340
Hardware C1
Summary:
When the unit goes into suspend and resume the hardware manager rarely restarts

Steps to Reproduce:
Put unit into suspend
Quit>Suspend
Wait 3-5 minutes
Restart using power button
Verify the Power Manager is present and running

Expected result:
Power Manager icon is showing and app is running

Actual result:
Power Manager icon is missing and app is not running

I have seen the same flakynees with the power manager icon with my Dell Mini 9. I believe that this was also happening with a standard Intrepid install, not just with the UNR packages.
