PATH only contains /bin:/usr/bin on new installs

Bug Description

currently the PATH variable contains only /bin:/usr/bin in fresh installs neither /usr/games nor /sbin or /usr/sbin show up, that breaks all links in the games menu and prevents users for using commands like ifconfig

I believe I fixed this yesterday in a localechooser upload. Please recheck with today's CD when it builds.
