Please sync jspwiki 2.8.0-3 (universe) from Debian unstable (contrib).

Explanation of the Ubuntu delta and why it can be dropped:
Debian has decided to apply patches inline. The patches in the debian/patches directory are not currently required as they removed xml-rpc and are using the lib directory to build. 2.8.1 will include seperate packages for the jars and use the system jars to build instead.
