Bug Description
chmlib-dev doesn't depend on chmlib and that makes it useless as libchm.so links to unexistant (provided by chmlib) libchm.so.0.0.0

libchm.so links to libchm.so.1.0.0 in libchm-dev 0.37-2 (which is in libchm1 package).
