Bug Description
There is no way, afaik, to enumerate, search for, or create bug
trackers from the web-services API. Bug trackers can be obtained by
following the bug_tracker property of a bug watch only.
Here are some things I'd like to be able to do:
* Get a list of all Roundup trackers registered.
* Create new bug trackers.
* Find a bug tracker given the URL for the remote tracker.

In bug 331682, which I duplicated against this one, a requeste was made to retrieve the bugtracker from a distribution. Please consider that use case while fixing this bug.
