Selected Japanese language.

Installer changes into japanese.
But final system is not japanese. (display english)

localized language pack is not installed. (install locale chose japanese)

Do you have internet access during the install? Else it won't be able to install Japanese language packs.

Is language-pack an online install?
It was offline between the installation. Because the setting of a wireless lan is necessary.

Sorry, I thought that it was included in CD.

It isn't. However, you should have got a notification after rebooting into the installed system to indicate that full language support was not installed, and to guide you through the process of installing it. Did such a notification not appear?

I did not notice the notification.
Because I set the language at once after os boot.

It is good that there is an explanation in installer.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. I think that japanese language pack is not included in the installer.
