from lsusb:
Bus 004 Device 002: ID 0553:0002 STMicroelectronics Imaging Division (VLSI Vision) CPiA WebCam

On the casing, the webcam has the following text:

Ezonics
EZCam USB
Model No. P10U
P/N:33-160005-0A
S/N: 94910U009646
Rated: +5VDC 250mA Max
Tested to comply with FCC standards

Cheese 2.23.92 on Ubuntu 8.04.1 : Doesn't see device at all
Skype 2.0.0.72 on Ubuntu 8.04.1 : Allows device to selected as video source, segfaults on 'apply'
Cheese in Ubuntu 8.10 : Doesn't see device at all (doesn't see integrated webcam either, but that's a different bug)

From the Ubuntu Jaunty alpha 3 x64 LiveCD :

Ubuntu is still oblivious to aforementioned webcam.
cheese : doesn't notice webcam
gstreamer-properties : doesn't notice webcam

can confirm the problem. cam is recognized by kernel of 9.04 AMD64 but not usable in ekiga or skype.

this is the dmesg output:

ethana2, thank you for reporting this and helping make Ubuntu better. Jaunty reached EOL on October 23, 2010.
Please see this document for currently supported Ubuntu releases:
https://wiki.ubuntu.com/Releases

We were wondering if this is still an issue on a supported release? If so, can you try with the latest development release of Ubuntu? ISO CD images are available from http://cdimage.ubuntu.com/releases/ .

If it remains an issue, could you run the following command in a supported release from a Terminal (Applications->Accessories->Terminal). It will automatically gather and attach updated debug information to this report.

apport-collect -p linux <replace-with-bug-number>

Also, if you could test the latest upstream kernel available that would be great. It will allow additional upstream developers to examine the issue. Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Once you've tested the upstream kernel, please remove the 'needs-upstream-testing' tag. This can be done by clicking on the yellow pencil icon next to the tag located at the bottom of the bug description and deleting the 'needs-upstream-testing' text. Please let us know your results.
