linux-image appears in popup summary, cannot file bug against it

Bug Description
I tried to file a bug against Ubuntu. I did not know the package name, so I clicked on "(Choose…)". I wanted to report a bug against the kernel, so I typed in "linux". "linux-image" was the first entry in the popup list at https:/
This led me to believe that linux-image was a valid package name and I could file a bug against it. However, attempts to submit gave an Oops and Andrew Bennetts said that the error was:
11:52 <spiv> Exception type INotFoundError
11:52 <spiv> Exception value I'Unpublished binary package: linux-image'
It is undesirable that things appear in that list that I cannot file bugs against, and more undesirable that instead of seeing the error "Unpublished binary package: linux-image" I have to ask a Launchpad developer to provide it for me.
