option in grokproject to set the version

Bug Description

We need an option in grokproject that allows one to set the version of Grok to use. This would determine what gets looked up in /releaseinfo and use those versions to write a versions.cfg.

Just added this option (see CHANGES.txt in grokproject) and seems to work fine. Michael could you do a quick review? Should that be included with the upcoming release?

Fine with me to include this in the new release. You might also want
to mark this and other larger changes in grokproject in the
CHANGES.txt of Grok - many people will only see the change once we
release Grok itself after all.
