installer fails to create print queue linux 8.10

Bug Description

Steps
1) installed ubuntu 8.10 server (full install NOT upgrade)
2) installed hplip and got an error on print queue setup. See error text below for printer model and error string.

3) reconfigured with foomatic enabled per a similar bug description on hp site:

./configure --enable-network-build --disable-pp-build --enable-fax-build --enable-gui-build --enable-scan-build --enable-doc-build --enable-foomatic-ppd-install --disable-foomatic-drv-install --with-hpppddir=/usr/share/cups/model/HP --disable-hpijs-only-build --prefix=/usr

make

make install

/usr/bin/hp-setup -i

Same error
