Gimp icon licensing is not clear

Bug Description

I grabbed some stock GIMP icons from /usr/share/gimp/2.0/themes/Default/images and stuck them in bkrpr's images directory. We need to update LICENSING with whatever license information applies to those icons. This should be a quick task.

As of Gimp 2.4.6, the package is GPLv2 or later. Nothing I see indicates the icons are under a different license, so I'd say it's ok for us to distribute the icons under GPLv3 or later.
