Bug Description
With the fix to bug 283063, uploading an empty file produces a more helpful error message for the user.
However, the patch accidentally provides the error message in the place where the exception constructor expects a line number. It still works, in a way, but the email the user receives says (among more sensible text):
File contains no messages.: Unknown syntax error
