Document code used to build official Ubuntu EC2 images

Bug Description

The last time it was discussed, it sounded like there was a decision that the exact vmbuilder code, command line, auxiliary files, etc. used to build the official Ubuntu EC2 AMIs should be documented (excluding private keys, obviously).

It's not clear to me exactly where that code/documentation goes or how it happens, but I'm submitting this ticket as a reminder to track the task.

It's probably too late for the first official Ubuntu beta AMI, but it looks like we have enough bugs to need a second one, so perhaps it can be started there.
