Use EC2 region name in the image S3 bucket names

Bug Description

Now that EC2 has released their architecture of multiple regions, the required structure of the S3 buckets for images changes the recommended naming patterns.

The images need to be placed in separately named buckets for us-east-1 and eu-west-1 and these buckets need to be created in the respective EC2 regions.

When the official Ubuntu AMIs/AKIs/ARIs are released it might be a good idea to rename the US bucket to include the current US region of "us-east-1". The current European region bucket might include the name "eu-west-1".

This is not required for proper functioning of any of the US images, but since the EU bucket will need to be named differently and users locate the correct images by looking at the bucket names, I would recommend a consistent naming approach.
