Bug Description

votebot should have the ability to change channel topics to represent the next meeting...

like, .topic The next meeting is scheduled for 00:00GMT would turn into /topic The next meeting is scheduled for 00:00GMT. Changing the "topic" of the channel to the text given in the command.

I fail to see any reason for implementing this feature. The way it is described, .topic would simply be acting as an alias for /topic. I fail to see what benefit this feature would bring.

To bring the process of topic changes to be more automated so that we dont need a non-bot figure changing channel topics. (would also help with the flaming...) (see http://freenode.net/using_the_network.shtml more specifically "We strongly suggest that you avoid configuring your channel to "auto-op". Use the chanserv "op" command to obtain channel operator status only when needed. This will help to keep your channel temperature low and reduce conflicts.") I am not saying eliminate non bot personnel...but bring the bot in with OP commands (this being one) to help with the channels fuidity.
