Bug Description
When using apport to automate reporting of a bug, a blob is submitted to launchpad, which returns a blob ID. About half the time, This blob ID is not usable for several second, resulting in what amounts to a 'page not found' error. If the desired URL based upon the blob is requested again after a few seconds, it succeeds.
